What you’re also seeing is a proxy battle that will eventually succeed Senate Minority Leader Chuck Schumer. Schumer won’t be ousted anytime soon, but Booker’s move is aspiring senator winning the support of his colleagues.

Booker began speaking around 7 p.m. Monday. The problem is, is this a “filo bone” or a very long speech. From a parliamentary perspective, a long speech does not necessarily constitute speech.
Flibuster is used to block or delay certain content on the floor and may not require a speech at all. Because Hollywood and Mr. Smith went to Washington, sometimes misunderstood the fil word.
Technically, Booker didn’t delay anything. Senate No debate or vote waiting for immediate action. Therefore, he is not actually very unfavorable. He was just giving a long speech.

Senate voted last night to overcome Matt Whitaker’s nomination NATO Ambassador. Overall, it takes up to 30 hours for opponents to burn before the Senate must vote to confirm him. The Senate is expected to confirm Whitaker today, but has not voted yet. So, technically, Booker is going to speak before 1 a.m. Wednesday. Overall, the Senate will automatically vote to confirm Whitaker. That’s why it’s not technically a picky one.
The Senate allows for almost unlimited debate, so Booker is taking advantage of that privilege.
If Booker wants to maintain the floor, he must always stay standing. Otherwise, he may lose control of the floor.
Please note that Booker can’t speak. Senator Chris MurphyD-Conn. Give Booker time regularly. Murphy himself delivered a full-night speech on guns in 2016. He is also Schumer’s ultimate successor.

To keep the floor, Booker occasionally succumbed to Murphy “for a problem.” Submission to “asking questions” can keep the senator in control of the floor. Then Murphy ordered Booker to give a fairly long speech too – so long that there was a question at the end.
In Senate words, it is similar to a relief pitcher who calls a batsman or two from a bullpen. A bit like a double switch. In baseball, a manager occasionally pulls a pitcher, brings someone in from the bullpen, and places the original pitcher in the fielder’s position – and then returns them to the mound after hitting the ball. This keeps the pitcher in the original pitcher in the game.
So Booker is still “in-game”.

However, Thurmond’s fil word is “assisted”. No TV or social media. Most journalists didn’t realize until the next day that he was on the floor all night. He left the floor to use the bathroom. Get the sandwich. D-Texas’ Senate Majority Leader Lyndon Johnson passed unanimously to pass the bill and vowed to join the new senator.
However, since the attention is not on the Senate, no one calls Thurmond on it.
