Officials say allegations of death caused by mass transport systems could lead to the execution of Brown, 34.
Brown, who has been arrested more than a dozen times and has been in jail for six years, also faces murder in Mecklenburg County.
Surveillance video on August 22 showed Zarutska entering the Lynx Blue Line train and sitting down in front of the suspect.
Four minutes later, he took out a knife, stabbed it three times in the neck, and then walked on the train with a weapon of blood.
Shortly afterwards, Brown was arrested. Authorities say he is homeless and reportedly diagnosed with schizophrenia, assessing his psychological abilities.
Attorney General Pam Bondi said the Justice Department “will seek the highest fine for this unforgivable crime and he will never see a day as the light of a free man.”
