“Today, the State Council is implementing a new visa restriction policy targeting individuals who are suspected of undermining peace, security or stability in the West Bank, including by committing violence or taking other unsuitable actions to limit civilians access to basic services and essential necessities,” the State Council said in a December 2023 press release: “These people may also be subject to news of these restrictions.

Kontorovich explained that the announcement had a vague language, allowing the Biden administration to punish individuals who disagree with the government’s policies on the two-country solution.
“Biden’s executive order says we can ban people who disagree with our concept, even if they discourage or participate in violence. Although there is nothing in U.S. law that can be said, the two-state solution is all and ultimate.”

“Half of the members of Congress may not support the two-state solution, while Hamas is designated foreign terror,” he continued. “Oppose the two-state solution, not a designated terrorist organization. Hamas kidnapped and raped people, murdered people. Opponents of the two-state solution do not.”
Despite the political motivation behind this policy, it remains within the scope of Biden’s law, as the president has broad power to refuse access to foreign nationals.
Kontorovich called the Biden-era visa policy a “Jewish ban,” a “Muslim ban” title played by the first Trump administration’s title because it targets the extremely common political view of “Israel Jews” among Israeli Jews.

International law expert and George Mason Anthony Scalia Law School professor continued that Democrats and radical groups did not issue alarms or voices against Biden’s visa policy at the time, noting that “the Biden administration has done a lot of bad things to Israel, which is not the best of the naming list.”
He added that despite feeling silenced in 2023, this year’s Democrats “will be joining a person who works with a group that openly and actively supports murdered foreign terrorist groups,” referring to Columbia University graduate Mahmoud Khalil, the organizer of the highest pro-Wuma organization on campus in 2024.

“It’s just showing you how much this anger is created,” he said. “In addition, what Trump does is not something new, wild, crazy Trump. In fact, it’s more restrictive than the politicized visa policies of previous administrations. These political visa policies are not getting the anger created.”
Democrats and activists came under fire on March 8 at the Trump administration’s apartment owned by Columbia University in Manhattan. He served as the leader of a group called the United Apartheid of Colombia, which demanded that Colombia evacuate entirely from Israel during the Hamas War, which began on October 7, 2023. The main purpose of the group is to “challenge Israel’s colonial violence, with Israel declaring 30 photos within the United States and the Colombian Islands, both of which are the Colombian Islands.
The Department of Homeland Security also reported that Khalil “led the activities that were consistent with the designated terrorist organization Hamas.”
The 47th president signed an executive order in January and signed professional protesters with visas on the U.S. and notified them that they would be deported.

A senior State Department official told Fox News that Khalil can be deported under Section 237(a)(4)(c) of the Immigration and Nationality Act. Part of the Immigration Act states: “The Secretary of State has reasonable grounds to believe that there may be serious adverse foreign policy consequences for the United States in the presence or activity of a foreigner in the United States.”
