Exclusive: Arizona Senate President Warren Petersen asked the Justice Department to repeal a report that could lead to strict oversight of the Phoenix Police Department.
In a letter to the newly sworn in Assistant Attorney General Harmeet DhillonPeterson asked the Justice Department to withdraw reports on civil rights issues within relevant departments from the Biden administration. The report will essentially attempt to get Phoenix to agree to a high degree of federal involvement through the Department of Justice.
The June 2024 report said the department and the City “engage in behavior patterns or conduct that violate the U.S. Constitution and federal laws, including “excessive force” and discriminatory practices against ethnic minorities and homeless people.

“The Justice Department’s report, which contains a series of biased and incorrect findings against the city’s police department, has put Phoenix on a path of devastating and expensive consent forms that will keep our brave men and women from the dangers of crime and the officials’ influence of officials, will also reduce our brave men and women’s crime.
Peterson argues that if Police Department Republican lawmakers believe that under the Justice Department’s consent order, this is similar to the challenges the Maricopa County Sheriff’s Office faces now after reaching a consent form in 2015, and is expected to exceed $310 million in the coming months.
“Former Maricopa County Sheriff Paul Penzone, a Democrat, resigned from his post last year, and in large part, was frustrated by the consent order hanging from the office. He said, ‘If I do three terms under the supervision of the federal court, if I never do that, I can’t perform this community because I can’t perform attorneys because I can’t perform the law because I can’t perform the responsibility for me.’ Said.

He acknowledged that the department had pushed for reforms under its terms, saying “rogue police agencies or officials” should be held accountable for the problem, but pointed out that it was not the solution.
“In short, these consent decrees are nothing more than a backhand attempt to hijack the police department and bring them under the control of the federal government,” he added. “The consent decrees are unconstitutional and exploited by the senior presidential government.”

“I strongly urge DOJ to consider signing a technical assistance letter with Phoenix instead of continuing to fulfill the consent form.” Gallego wrote. “While the Justice Department has made several valid views in its findings report, both PPD and Phoenix have welcomed reforms to promote the mission of protecting Phoenix residents from crime and safeguarding their civil rights.”
While Biden was still in office, many progressives in the state believed the agency should have federal responsibility.

The American Civil Liberties Union tweeted in October 2024 that “Phoenix PD requires federal supervision”, and officials allegedly abused the deaf, mute, black man with disabilities, Tyron McAlpin, who is suing the city and the offices involved. According to Fox 10 Phoenix, his charges were cancelled and officers were suspended for 24 hours.
The Justice Department did not respond promptly to Fox News Digital for comment.
