House Oversight and Government Reform Commission is investigating how Harvard University Taxpayer’s money is used in schools’ review of civil rights issues such as anti-Semitism.
Committee Chairman James Comer House Republican leader Chairman Elise Stefanik wrote to University President Dr. Alan M. Garber Thursday afternoon that the Trump administration is providing $2.2 billion to schools. The Department of Homeland Security will also cancel a $2.7 million grant, and the IRS is ending the university’s tax-free status.
The goal is to ultimately decide “whether legislation is necessary to ensure that higher education institutions receiving federal financial aid can no longer violate the law, while the interests benefit from the generosity of the American people.”

The Commission requested “document and communication” to investigate the issue.
“On April 11, 2025, officials from the U.S. Department of Health and Human Services and the U.S. Department of Education’s General Services Administration wrote to you through a proposed settlement,” the letter stated.
“You are not working with the government, but writing to the Harvard community, claiming that efforts to comply with the basic civil rights law obligations will ‘waive its independence or waive its constitutional rights,’ it continued.
The letter added: “Even if Harvard is clearly preparing to deny all federal financial aid, it can avoid compliance with Chapter 6 of the Civil Rights Act of 1964, Harvard University has received huge amounts of money from foreign information, including authoritarian governments.”
