Exclusive- Despite parents’ objections, lawyers demanded the alleged efforts to reuse male names and male pronouns for repeated use of male names and male pronouns for the Texas high school.
The attorney wrote to the largest school district in Texas after parents believed their daughter had made a secret transition at school.
The Conservative Legal Advocacy Group Alliance Defends Freedom (ADF) sent a letter of demand to Belair High School (BHS) as part of the Houston Independent School District (HISD) that represents the students’ parents, requesting a school record under the Texas Public Records Act.

The parents discovered in December 2023 when they found a male name on their daughter’s school and they quickly told her teacher to stop using the name immediately.
In response, their daughter’s teacher told them that they would only refer to her by her legal name and feminine pronoun. But despite the initial assurance of teachers, a few months later, they found that school staff once again used male names and male pronouns. The parents again asked the high school employees to stop and they assured them, but they allegedly still did not.

The letter said that in September 2024, the student’s parents met with Michael Niggli, principal of Belaire, and they asked to confirm that school employees would refer to their daughter only by the name and feminine pronoun given by her daughter. But, ADF said Niggli told them that they should consider the “middle stand” solution to what she was named in the school.
The parents then followed up in writing, sending an email to principal Niggli to make it clear that HISD employees can only refer to their daughter by the name given by her daughter and female pronoun. He replied: “There will be no emails with instructions [your daughter] According to the letter, according to the report. Principal Negley reportedly told parents that school counselors had communicated their instructions to teachers, but the ADF claimed that they were not convinced of the current situation because teachers had previously ignored similar instructions.
The ADF requires HISD to assure students’ parents that their employees follow instructions about their daughter. They also requested documents related to the use of HISD employees related to gender identity, which are related to students’ preferred or selected names or pronouns, including policies, practices or guidance documents, or training presentations, and related documents. The deadline for the letter is set by ADF and is Friday, March 21.

“If that’s not the case, then we have to think about what else is on the table, which could be a lawsuit,” he said. “It’s still in the air and what’s next, it will depend on the details of the response from HISD.”
This story attracted the representatives of the Parents Action Group, the freedom of mothers, and attracted people’s attention. Speaking at HISD School Board Meeting The mother, who represented the girl, chose to remain anonymous last month.
“On the first day of ninth grade, my daughter’s theater teacher sent us a message form for us to fill in,” said the Free Representative to read on behalf of mom last month. “The second line of the sheet asked for her pronoun. Several teachers started calling her with another name and pronoun. One teacher even drew out the legal name my daughter wrote on paper and wrote her chosen name in red ink.”

“This happened without our knowledge, and of course without our consent. It goes against our Christian faith, the advice of her therapist, and frankly common sense. We met with her teachers, counselors and principals to no avail. HISD has a purpose, secretly transition to minors…” she added, as her time and microphones began, she added.
The public statement caught the attention of Texas Gov. Greg Abbott, who said he directed the Texas Education Bureau (TEA) to investigate the allegations.
“No parents have to endure. Abbott posted on X. “If this is not illegal yet, it will be after this session.”

Wagner said the ADF and the parents of students primarily seek documents that should be available under the Texas Public Information Act, which parents allegedly filed repeatedly.
Fox News Digital contacted the district for a request for comment.
“A responsive document shows that teachers continue to refer to their daughters by male names even when our clients met with Principal Nigley,” the ADF letter read. “So, to understand exactly what HISD employees do with their daughters, they sent a second request for public records on January 3, 2025.”
“To address this request, HISD initially stated that there were more than 18,000 responsive files,” the letter continued. “Then a month later, it replied that it did not respond quickly and closed the request. It never provided a response to the second request, or even any explanation for the difference.”
Wagner said HIS’s failure to comply with the Texas Public Information Act could lead to lawsuits regarding school district liability to parents.
“In view of the failed pattern and existing ambiguity, we ask HISD to assure us and our clients immediately that HISD employees can only refer to their daughters by her name and female pronouns,” the letter states. “Please also send us copies of all communications that instruct HISD employees how to resolve our clients’ daughters.”
Without board-level policies, the ADF is also seeking HISD’s policies on transgender identification, as well as any other guidance, Wagner said.
“What practices did he follow in this situation and how did he accept the teacher to handle these situations?” he asked. “When you tell the teacher that a child is struggling with gender, and when you have questions, do you tell the teacher what to do? What instructions does the teacher and other employees provide to just deal with such a situation?”
HISD serves more than 189,000 students across 274 campuses and is one of Houston’s largest employers with approximately 27,000 employees. according to HISD’s website.
