Earlier this year, a 13-year-old boy’s family died in a roadside ditch and is suing the city of Los Angeles, claiming that park department officials failed to conduct proper background checks on youth The football coach was accused of sexual abuse and murder of the teenager.
Oscar Omar Rodriguez’s parents, Oscar Daniel Hernandez and Gladys Bautista Vasquez, filed a claim notice on September 11 against New York City, considering the Los Angeles Department of Parks and Recreation to be exposed to the Department of Parks and Recreation to grant Mario Garcia-aquino the hazards given to Mario Garcia-Aquino to Mario Garcia-Aquino.
“The City of Los Angeles, through its licensing application and approval process, knows or should know that Mario Garcia-Aquino will use the City Park daily or weekly to sexually abuse children under the guise of Boys Football Club,” the notice is often the predecessor of civil litigation.

Oscar plays for Hurricane Valley Boys Football Club in the Sylma area coached by Garcia-Aquino. Michael Carrillo, the family’s attorney, said the city was negligent because he failed to inform his parents and he faced two charges of sexual abuse from past players.
The boy was found dead in Ventura County a few days later on his way to Palmdale to Garcia-Aquino’s home and he should help his coach make football jerseys. Prosecutors have since accused Garcia-Aquino of killing the teenager after sexually assaulting him. Oscar Records show that he died of alcoholism.
Garcia-Aquino is now awaiting trial for the Oscar murder and previous allegations of sexual abuse. He pleaded not guilty to all charges.

Officials previously told the Times that the Los Angeles Police Department investigated allegations of sexual abuse against Garcia Aquino at the end of 2022, but never filed a criminal case because the victims would not work with law enforcement. The second player charged Garcia-Aquino with abuse in 2024, prompting a sheriff’s department to investigate.
But the Los Angeles County District Attorney’s Office took 10 months to file the charges, Previous surveys showraise questions about whether prosecutors missed the opportunity to arrest coaches before allegedly killing.

“We want LAPD to notify the city that they are saying ‘Hey, maybe this person shouldn’t allow lists’,” said Michael Carrillo, one of the family lawyers. “That would be a very reasonable way to do that. Anything that prevents this person from being around the child.”
Garcia-Aquino has no document and the news of his arrest has also previously sparked an angry response from the Department of Homeland Security, which called him a “degenerate illegal alien who should never be in this country,” posted on X earlier this year. But Carrillo said it was “wrong” to blame the murder on immigration policy, and that family frustration was in city and county officials.
A spokesman for the city attorney’s office said the agency had no comment on the trial of the lawsuit. No call or emails were called back to the Parks and Recreation Department. Carrillo said he didn’t know of the last renewal of Garcia-Aquino’s coaching license.
Garcia-Aquino will return to court next month.
