“The White House has not issued any new demands to Harvard University as part of a potential agreement to restore billions of dollars in research funding and end the federal investigation. However, in recent weeks, the stable source of early negotiations has been stable,” Times.
“One of the main reasons is that aides are eager to achieve a new gap between aides who win politically by announcing a deal, and those who think the current framework is too favorable for Harvard. Some Trump advisers believe that one way to strengthen the agreement is to make Harvard a copy of the independent monitors who will ensure compliance. Harvard consistently opposes the idea.”

Earlier this year, the Trump administration froze $2.2 billion in funding and threatened to revoke its tax-free status because the Ivy League’s alleged failure to address anti-Semitism on campus.
The Ministry of Education’s Task Force on Fighting Anti-Semitism announced on May 13 that it had cut $450 million in grants, saying Harvard “has been repeatedly unable to face widespread racial discrimination and anti-Semitism on October 7, 2023 against the general racial discrimination and anti-Semitism harassment of Hamas terrorist attacks on Israeli attacks on Israel.”
Harvard’s successful challenge The court freeze was with Judge Allison D. Burroughs who made a thorough ruling on the government on Wednesday accusing it of weaponizing anti-Semitism as an excuse for “ideologically motivated attacks” against universities.

The slowdown in negotiations also reflects the government’s relocation to the departure of May Mailman, a senior White House policy strategist, who played a key role in planning the pressure on several Ivy League universities, the Times reported.
Trump administration and Harvard University Almost reached a settlement last month. The framework requires Harvard to spend $500 million on its workforce program in exchange for billions of dollars in federal funding.
“We just want to get $500 million from Harvard. They’re very bad. Don’t negotiate,” Trump told Education Secretary Linda McMahon last week.

The Times reported that some officials in the Trump administration were pushing for additional offers at Harvard before they reached a deal.
“This situation scares some aides, who are worried that any response will cover up the $500 million price tag, which remains the top priority for the president,” the Times said.
A White House official told the Times that there was a discussion between Trump and his advisers on “changing the higher education process in this country.” Harvard declined to comment.
