Judge targeted by GOP for impeachment deals blow to Trump’s FEMA objectives

Plaintiffs in the lawsuit, including New York, California, Illinois and Rhode Island, believe that FEMA implemented a manual review process for payment requests, violating a previous preliminary injunction issued by McConnell. The states argued that the review “formed a “` composition of appropriate grants or freezes in Congress).”

Defendant, including the President Donald Trump The Office of Management and Budget (OMB) replied that the review did not violate the order because “FEMA relies on its independent authorities to implement the process rather than the OMB directive.”

McConnell concluded that the plaintiff “has evidence to suggest that FEMA is strongly recommended to implement this manual review process in secret based on the President’s January 20, 2025 executive order.”

“The court reiterated its preliminary injunction order,” McConnell wrote.

McConnell issued a restraining order in late January requiring defendants to freeze federal funds. This was after OMB issued a memorandum on January 27 announcing the government’s plans to temporarily suspend federal grants and loans. The White House later canceled the memorandum on January 29.

However, White House Press Secretary Karoline Leavitt said the move was not the same as a “ruling on federal funding freeze.”

After McConnell ordered the government to comply with the restrictive order, the government called on the First Tour – refusing to comply with the order.
