A federal judge blocked the Trump administration on Monday Revoke legal status Work permits for more than 530,000 immigrants from Cuba, Haiti, Nicaragua and Venezuela who flew to the United States during their tenure as former President Joe Biden.
Immigration comes to the United States under Biden’s controversial CHNV popular humanitarian parole program.
Under her order, Obama-appointed Judge Indira Talwani wrote that every immigrant needs a personalized, case-by-case review.

“The termination of Cubans, Haitians, Nicaraguans and Venezuelans, No. 90, Booking, Vol. 13611 (March 25, 2025), is hereby maintained termination pending further court orders as it revokes the court because it revokes the case without case review, Parrals previously granted and Unsustainable Scopes supplying Unsustainable Parthians for the supply of Unsustainable Parthian Patertes, the typical publicity is the unsustainable Parthian Patertes sales, she wrote that Cuba, Haiti, Nicaragua and Venezuela (“CHNV Parring Program”) is prior to the date of parole initially stated by non-citizens.

Biden created the CHNV program in 2023 through his Executive Parole Administration (CHNV program). The program was launched in 2022 and was initially applied to Venezuelans first and then expanded to other countries.

The plan was temporarily suspended after widespread fraud was discovered. Several recipients were also arrested for high-profile crimes, including multiple child rapes.
If there is a U.S. sponsor, CHNV allows immigrants and their immediate family members to fly to the U.S. They can then stay in the country for two years in a temporary immigration status called parole.
Department of Homeland Security officials and Trump administration Talwani said Trump cannot use his own administration, Biden, to revoke the parole granted by Biden.
“This is purely inability to tyranny,” Trump administration official told Fox News.

In March, about 532,000 immigrants under the CHNV program were told to leave the United States before canceling their humanitarian parole and accompanying work permits on April 24, one month after the official release of the notice on March 25.
