Fox Digital learned that the “Hearing Conference” meeting is invited only and chaired by Albert T. Gombis and secretary and director of global criminal justice in civilian security, democracy and human rights.

The internal State Department memorandum continued, Marloko explained to faith-based organizations that the Trump administration is “deliberately undermining the system to identify and resolve major issues.”
“As you know, we are reviewing the U.S. Foreign Aid Program,” the memo said of the director’s opening remarks. “This is challenging because the approach we take is very different from other comments. Our comments start from zero – a zero-based approach. This means we intentionally disrupt the system to identify and resolve major issues. Yes, this leads to unintended consequences of some programs, and these issues are resolved separately from this forum.”
He added: “The fact is: The American people have lost confidence in foreign aid. They have lost confidence in how we perform this work. But today you are here to think about big things and tell us how foreign aid works best.”
Trump went to Capitol Hill Tuesday night and delivered his first speech to the joint meeting of Congress since returning to the White House in January. During his speech, Trump celebrated his administration’s immediate stop to seek foreign aid.
