Housing and Urban Development Secretary Scott Turner is revitalizing the role of the private sector in the economically plagued regions of the country that have been neglected for decades, including tours in Philadelphia, which have seen enormous developments since he served in Trump’s first Trump administration.

Turner headed to the Brotherly Love City on Thursday to meet with local community and business leaders to discuss and visit the recently revitalized city and opportunity zone projects, defined as economically plagued nationwide, incentivizing investment and economic development through federal tax benefits to investors. The opportunity zone was created under the first Trump administration to pass the 2017 Tax Cuts and Jobs Act.
Turner served as executive director of the White House Opportunity and Revitalization Committee during the first Trump administration and led the Opportunity Zone Program.

Now, Turner is a secretary to HUD in the second Trump administration, and his excitement for “Opportunity Zone 2.0” will make the program “better than before.”
“I’m very excited about the extension, the continuation of the opportunity zone. If you want, chance zone 2.0, my estimate will be better. So, I look forward to working with Senator Tim Scott, Congress, the White House and our private partners to make it better than before. ” he said.
Turner met with local leaders from the Faladelphia Housing Authority Thursday before visiting the grocery store Sharswood-Blumberg, built near North Philadelphia, which has historically been rocked by crime and economic struggles.
The grocery store, called Grocery Outlet, is part of a comprehensive development that attracted an additional $517 million in private and public investment after HUD announced a $30 million option grant in 2020. The development includes a community center that houses the Philadelphia Housing Authority, a health clinic and other housing.

Turner also visited a new building near Fishtown, Philadelphia, called Battery, an opportunity zone development that admires nearly 200 apartment units along the Delaware River for the Philadelphia skyline. The building is also home to a luxury boutique hotel called Riversuites in the battery.

The building was formerly a power plant built after World War I, and it was closed and vacant for decades after World War I, but was not revitalized due to its lofty costs and rehabilitation efforts and had no hope of restoring work. The prospects for the building are shifting in 2020 as the region’s opportunity zone titles and tax incentives preserve historical heritage, attracting $154 million in investment.

Now, the building displays modern living spaces, while Philadelphia-area buildings that were previously overlooked by housing and economic opportunities.
“I’m very excited. We’re in the Philadelphia battery, which is an opportunity zone project. It’s a mixed-use development. It’s an old factory that they reused the building to take advantage of the opportunity zone program to bring mixed-use, economic development and community development. I’m very excited to see it.

Turner explained to Fox Digital that the development of the opportunity zone affects families and the entire community, while also bringing together economic opportunities for private investors.
“Philadelphia has done a great job with the opportunity zone…I want to say, I want to say, our private development staff and partners across the country are excited about the evacuation of the opportunity zone. Families are affected. We are affected on Hud. We are inspired by Hud. We have community development in economic development, and our mission is our mission.
