He also called on the House and Senate to make their own plans with their own plans after passing a revised version of the former legislation in the early hours of Saturday.

They can pass such measures through the budget settlement process. Traditionally, when a party controls all three branches of government, reconciliation lowers the threshold for the Senate to pass certain fiscal measures from 60 votes to 51.
As a result, it has been used to pass a wide range of policy changes in one or two large-scale legislation.
The House framework was passed in late February and includes some new defense and border security funds, as well as $4.5 trillion to expand Trump’s 2017 tax cuts and jobs bill and to enforce new proposals such as taxes on wages.
The framework also calls for $1.5 trillion to $2 trillion in spending, depending on Trump’s tax policy that will increase the national deficit, which is key to winning the support of the Deficit Hawks.

“They just think we have to keep the train going. But if we just start making actual settlement packages, that also moves the train forward, too,” Harris said.
Despite his support for immediate dedication, he opened the door to support the work of the Senate.
“I still think we should just ask the Senate to start a settlement bill and then if they fulfill their commitment to reduce the deficit, then I have a good budget solution for them,” Harris said.
