The U.S. Department of Health and Human Services (HHS) Office of Civil Rights (OCR) announced Monday Maine Department of Educationthe Maine Principals Association and Greeley High School both violated Title IX.

Trump’s Executive Order No. 14201, “Letting Men Out of Women’s Sports”, was signed as “protecting Female Athletes, Female Athletes in Women’s Category, do not have to ‘compete with or have to oppose or have to undress in front of men’.

Republican lawmakers in Maine have called on Democratic Gov. Janet Mills to comply with Trump’s executive order to threaten funding for K-12 schools with millions of federal funds.
“If Maine Democrats continue to allow biological men to participate in women’s sports, our students will lose hundreds of millions of dollars in federal funds. [Janet] Mills and Legislative Democrats have a new opportunity to do the right thing, ensuring a level playing field for the recovery funds and Maine girls. ”
Libby became a prominent figure in the Maine debate after posting the stage of Greeley High School pole on social media. The steel pipe martial artist participated in the competition as a biological male in June 2024 and eventually won the state championship with a woman.
Democrats in the Maine Legislature condemned Libby, a position that showed athletes compete as males, while athletes won the women’s pole vault in February at the Maine Class B indoor champion.
Shortly after Libby’s position began to spark debate, Trump summoned Maine. Trump had a public dispute with Gov. Mills at the White House, and he threatened state funding if Maine didn’t “clean up.” Mills replied that she would see Trump “in court.”

Mills agrees with the Maine Principal Association that Trump’s executive order conflicts with Maine’s current human rights law. As a result, following an executive order would be contrary to state law, which currently allows for sports participation based on the person’s gender identity.
“No president – Republicans or Democrats can withhold federal funds authorized and allocated by Congress and pay by Maine taxpayers to force someone to comply with his will,” Mills said in a statement. “This is against our Constitution and the law, and I swear to stick to it.”
