The Army has canceled its command assessment program, which takes psychological assessment and potential bias into consideration leadership considerations.

The program, widely implemented throughout the military in 2020, aims to reduce conscious and subconscious bias and uses peer assessment and behavioral analysis to select candidates for command posts.

“The psychometric evaluation of the battery uses several different tools to measure cognitive ability, emotional intelligence, due diligence, self-awareness, and other behavioral characteristics,” the Army document explains.
Each year, approximately 2,000 candidates are evaluated by the CAP Army leadership positions. Army Secretary Dan Driscoll suspended the plan and reviewed it last month.
The program has no greater interest in leadership roles. Last year, about 54% of qualified senior Army officials chose not to participate in the CAP, reducing the chances of taking the command role. That’s 40% of that in 2019.

Now, the Army will resume its previous evaluation process, the CSL Central Selection Committee/Roster to select commanders. Officials serving on the CSL Board of Directors evaluate candidates’ past tasks, performance and potential.
CAP’s credibility was further damaged when General Charles Hamilton, commander of the Army Command, was relieved of duty. He was investigated for improperly affecting the selection process in support of the captain’s assessment of lieutenant colonel. A supervisory general investigation led to his firing in December 2024.

The cancellation is consistent with the June 20th Memorandum of Defense Ministers in Personnel and Preparation, which guides the review of the officer evaluation and selection process.
