In the new report, Department of Homeland Security (DHS) inspectors found that U.S. immigration and customs enforcement (ICE) was unable to effectively monitor the location and status of every non-accompanied foreign child (UAC) who entered the United States illegally and were released.
Inspector General Joseph V. Cuffari said in the report that between fiscal 2019 and 2023, the ice transferred more than 448,000 UACs to the custody of the U.S. Department of Health and Human Services. From there, most UACs are released to sponsors.
However, of these 448,000 children, more than 31,000 were released to blank, missing apartment numbers or undelivered addresses.
IG also noted that ICE does not always know the location of the UAC that fled during HHS detention.

The report also found that unless a tip is received, the ICE is not always notified of security or condition. But, IG said these problems occur because other federal agencies don’t always notify Ice’s sponsors.

Cuffari acknowledges that staffing personnel are able to monitor each UAC is limited, without such capacity, without guarantees that children are protected from trafficking, exploitation, forced labour or criminal activity.

“The overall failure of the Biden administration at the border has had catastrophic consequences, and even innocent, unaccompanied children are caught on the crosshair, which is shameful,” Gonzalez told Fox News. “The fact that we cannot find thousands of minors in the United States is completely unacceptable, because many of these children may end up in danger. No answer is unacceptable, and now is the time of the past to put our heads together to solve this problem forever.”
