The proposal says EU countries will receive loans for up to $158 billion in defense investment. It also called for a relaxation of the EU’s strict debt ceiling for defence spending.
“This will enable member states to significantly increase their defense spending without triggering excessive deficit procedures,” she said.
The proposal also involves using the existing EU budget “to use more funds for defence-related investments.
“With this kind of equipment, member states can greatly strengthen their support for Ukraine. Therefore, immediate military equipment is provided to Ukraine,” she said.
The new defense plan is as Washington’s relationship with Europe is recalibrated, with conservative Republicans pushing Trump’s efforts to drive the United States out of the North Atlantic Treaty Organization (NATO).
