The Ministry of Government Efficiency (DOGE) and the State Department call on the Biden administration to prescribe practices Diversity, equity and inclusion (DEI) efforts account for 20% of diplomatic personnel performance evaluations.
Secretary of State Marco Rubio called the Biden administration’s DEI policy reforms “important and historic.”
“Now, our incredible diplomats will be evaluated with real merits, rather than on arbitrary immutable characteristics,” he wrote on X.
Rubio shared a post by Doge that noted that under the policy, diplomats were assessed whether they avoided “gender adjectives” or “weak praise.”

The PowerPoint slide shared by the department provides examples of phrases to avoid.
One of the slides gives descriptive phrases that can inadvertently influence the reader. It then gives examples of gender adjectives such as “Dr. Sarah Grey is a compassionate doctor” and “Dr. Joel Grey is very successful in his patients.”
Weak praise is also not encouraged. An example of the slideshow is: “He/he works hard on the assigned project” or “He/he never loses his temper”.
The State Council has canceled the DEI requirements from the performance evaluation of diplomats.
The slides also use women’s or minority names and male titles to be discouraged.
Additionally, as Doge noted in its position, the slides require local organizations to promote diversity, equity, inclusion and accessibility (DEIA) programs, training and lectures, and annual DEIA awards ceremony.
Foreign service officials are also encouraged to set racial and gender quotas on embassy speech groups and other diplomatic activities.

“Working with Doge, [Secretary Rubio] “This discrimination has been ended and the value of the diplomatic sector has been restored,” Doge wrote.
The Trump administration cut $15 million from the Museum and Library Services Institute in the form of a DEI grant to the Trump administration in line with the executive orders of Doge and President Donald Trump, aiming to cancel the DEI from the federal government, eliminated the DEIA requirement for the performance evaluation of diplomats.
Grants include $6.7 million to California State Library to enhance the equity library program and increase $4 million to the library Washington State Library for diversified employee development and incarceration support.

The Connecticut State Library System has also provided $1.5 million in DEI grants to “integrate social justice, diversity, equity, and inclusion into their daily operations, and also with $700,000 to a Washington, DC-based nonprofit organization in Washington, D.C. to study the “pandemic DEI practices” of the American Children’s Museum of “Strategies for Enhancement of Equity.”
