During a special legislative session last week, Colorado Democrats approved millions of dollars in family planning for Medicaid reimbursement, even as the state faces projected budget shortfall of up to $1.2 billion.
Colorado House Minority Leader Rose Pugliese said Democrats had a special meeting with last week’s mentality: “Don’t let the good crisis waste” as lawmakers direct millions of dollars in family planning, while the state faces $750 million Budget gap.

Republicans believe Democrats are eager to attend the special meeting with the passage of HR-1 as political cover, although the Joint Budget Committee told lawmakers in June that it expects a high number of budget deficits in the next budget cycle.
Colorado Democrats, From their perspective, blame the Republicans in Washington, D.C. for the shortage of state. The Legislature authorized $4.4 million in state Medicaid reimbursement programs through SB 25B ‑2 to plan for family planning, which requires state Medicaid to step in to repay reproductive health care providers to cover the HR-1 cuts.
When HR-1 came into effect in July, it immediately banned the use of Medicaid funds for one year in family planning. The law also proposes stricter Medicaid rules, including more frequent eligibility checks, new job requirements and stricter admission standards.
“Colorado Democrats have responsible for picking these pieces from the big, ugly budgets of Trump and Washington Republicans that any Republican member of our congressional delegation can stop,” said Democratic House Speaker Julie McCluskie in a statement. “Their bill provides companies with huge tax cuts that have allowed our budget to blow up a billion-dollar loophole. We took a balanced approach, closed down corporate tax loopholes, established a spending cut process, and leveraged some rainy savings to protect funds for health care, roads, and education.”
