Chief Justice John Roberts A court order has been temporarily suspended to require the Trump administration to spend $5 billion in foreign aid, at least so far – Trump has worked hard to return funds.
Administrative stays give the justice more time to weigh the government’s demand for freezing funds. Congress authorizes the money to be spent by September 30, 2025.
Accommodation is temporary and can be changed later this week. Roberts ordered the aid group to respond at noon Friday.
Congress has set aside money for foreign aid, UN efforts to maintain peace and democratic promotions.
Congress allocated billions of dollars in foreign aid last year, including about $11 billion, which must be spent or obligated on the last day of the fiscal year 2025. Otherwise, the money will expire.

The Trump administration argued in court documents that $4 billion in disputed funding is contrary to U.S. foreign policy, part of the president’s broader “U.S. First” agenda to return U.S. aid abroad.
Earlier this year, the president also evacuated most of the U.S. International Development Agency, the government’s main foreign aid agency.

Aid groups sue the Trump administration for freezing. In August, the government responded that it plans to spend $6.5 billion in disputed funds.
Trump also tried to block $4 billion through “pocket revocation”, a budget operation that bypassed Congress.

On September 3, the judge ruled that the government could not withhold funds. The court said it must be followed unless Congress changes it.
