The Social Security Bureau is opposing Senator Elizabeth WarrenD-Mass. After she accused the agency of deleting critical data and covering up dysfunction.
SSA Commissioner Frank J. Bisignano, exclusively shared in a letter and data report dated September 16, 2025, claiming that Warren’s analysis was inaccurate.
He said the agency performed better than previous administrations under the Trump administration. These documents reflect the SSA’s position and have not been independently verified.

He also postponed allegations that Warren was responsible for covering up, saying SSA has improved customer service, which includes “shorter waiting times for phones and offices, as well as reduced backlogs.” Bisignano said 81% of the performance metrics are better than before, while the rest are about the same.
According to SSA, the average phone waiting time dropped from 29 minutes in 2024 to 16 minutes in 2025, and dropped to just 9 minutes in August.

The upcoming decision on disability has been reduced from nearly 1.2 million in August 2024 to approximately 907,000 a year later. Disability claims are accelerated from 231 days to 217 days. SSA reports retirement and survivor claims were processed 87% of the time in August 2025.
Bisignano wrote that the agency’s goal is to be a “digital first” operation that works effectively, whether they call, visit an office or use the website, to serve people. He said the ongoing monitoring of key performance indicators is part of this effort.

He also urged Warren to work with SSA instead of spreading what he called “fear and reckless lies Social Security is disappearing.”
