Cobos-Martinez had previously moved to Cuba and recently held U.S. immigration and customs enforcement custody in Dallas before being released on January 13, 2025 during the Biden administration. According to the ICE, the release occurred because Cuba refused to accept his reward for his criminal record. The problem is a recurring problem in U.S. immigration enforcement.
