Sarah Campbell, a spokesman for Sonoma County Regional Parks, said park staff initially discovered the animals of the deceased and parked policy alone.

According to NOAA, witnesses said the man appeared to be a man between 30 and 40 years old, wearing all black and riding a black fat wheel bike.

The agency’s law enforcement office is investigating the death.

NOAA requires anyone with information to call its law enforcement hotline at (800) 853-1964.

According to NOAA, the suspect was seen using an 8-inch black knife to remove the sea lion’s head, put it in a plastic bag and ride it.

John Warner, CEO of the San Pedro-based Marine Mammal Care Center, said that besides being “cruel and weird” as “cruel and weird”, the act of removing the head is unsafe for the perpetrators and society as a whole.

“We live in a world that focuses on avian flu, and other zoonotic diseases can easily transfer to humans,” Warner said. “You are holding a knife, maybe not wearing PPE, and you are putting your health and others at risk.”

From a legal perspective Marine Mammal Protection Act Harassment, hunting, capturing or killing sea lions and other marine mammals is prohibited. NOAA officials said harassment includes damaging the animals’ bodies after death, with limited exceptions, including for educational and scientific purposes.

Warner said bringing more animals to marine mammal care centers in 2024 with more gunshot wounds than he knew in any year.

“Unfortunately, the cruelty towards animals is still alive.”

He said he did not know any false claims about the medicinal value of the body parts of the sea lion, sometimes mentioning Rhino horns or Donkey skin.

“Thank God, there is no connection to the sea lion, otherwise I’m worried that if that’s the case, it won’t be shocking or abnormal.”

The public is required to report dead, injured or stranded marine mammals to the West Coast Marine Mammal Residue Network at (866) 767-6114.
